
As an affiliated organ of Qinhuangdao Municipal People¡¯s Government, the Administrative Commission of Qinhuangdao Economic & Technological Development Zone exercises unified administration of QETDZ on behalf of Qinhuangdao Municipal People¡¯s Government and enjoys municipal-level administrative and economic management rights. It is responsible for the assessment and approval of foreign projects with a total investment less than US$50 million (as in the case of officially ¡°encouraged¡± or ¡°permitted¡± projects, and projects which do not involve duty-free equipment import) or US$30 million (for other projects).
The QETDZ Investment Service Center is committed to providing clients with all major investment-related services, including investment enquiries, project approval, registration, coordination, supervision and relevant complaint. Peripheral services, e.g. notary, auditing, banking and capital verification, are also available within the QETDZ, enabling the clients to complete the entire project application process without even having to go outside. Three service systems have been introduced at the QETDZ, and they are respectively characterized by: streamlined application procedures for investors seeking government approval for their proposed projects; all-inclusive services throughout the application process and; service ¡°routinization¡± for operational projects. Other major service measures implemented at the QETDZ include: ¡°first-handler responsibility¡± system, ¡°pre-commitment¡± policy, accountability system and client evaluation system. Enterprise 110 (110 is the police hotline in China) has been set up for the purpose of handling, consultation, coordination, supervision and so on. In addition, a ¡°zero defect¡± approach has been adopted for customer services, in a quest to make the QETDZ a completely investor-friendly place, a ¡°treasure bowl¡± for investors, and a paradise for entrepreneurs worldwide.
