Infrastructure


In terms of infrastructure construction, relevant efforts at the QETDZ have been guided by a strategic principle described as ¡°highly-ambitious planning, highly-intensive development, highly-efficient management and high-standard supporting facilities¡±, concentrating on the comprehensiveness of infrastructural facilities and functionally-oriented services. As a result, the local infrastructure system has been constantly developed to a very high standard. Its highly-developed traffic and public utility supply networks have made the QETDZ an ideal venue for developing major industries and large-scale projects. A host of dedicated supporting facilities, e.g. Shanhaiguan Port extension, railway revamp for capacity expansion, water supply and treatment projects at the eastern section, have been completed, in an effort to further improve its investment environment. At the QETDZ, planning for infrastructure construction work has been carried out on the level of an industrial supporting network.

1) Water supply
Qinhuangdao is well-endowed with freshwater resources, the total amount of which stands currently at 1.640 billion cubic meters, rendering it one of the few cities in northern China which are free of a water shortage.
Water supply for the western section of the QETDZ is provided by the QETDZ Water Plant (current supply capacity: 50,000m3/d, which is planned to be increased to 100,000m3/d), with the Tanghe Water Plant and the Haigang District Water Plant (supply capacity: 35,000m3/d) serving as alternative sources to ensure absolute reliability. Water supply for the eastern section is provided by the Shanhaiguan Water Plant (supply capacity: 50,000m3/d). In addition, a raw water pumping station, with a supply capacity of 100,000m3/d, is also available at the eastern section to provide users with raw water at a reduced rate.

2) Power supply
Backed by the North China Grid, one of the best-performing power suppliers in the country, Qinhuangdao has a proven track record of providing local residents and enterprises with steady and reliable power supply services. Restricted power supply, a phenomenon in some parts of China, has never happened here.
The western section of the QETDZ is equipped with a 220KV transformer substation, 360,000KVA in supply capacity; four 110KV substations, with a combined supply capacity of 440,000KVA; fifteen 10KV distribution substations, 150,000KVA in supply capacity. The eastern section is equipped with an 110KV transformer substation, with 3¡Á50000KVA main varying capacity; another 110KV transformer substation has been planned for the eastern section, with 3¡Á50000KVA main varying capacity.

3) Sewage Disposal
The drainage system at the QETDZ separates rainwater from other sewages. Sewage generated in areas to the east of the Poyanghu Road is discharged into a treatment plant (treatment capacity: 70,000m3/d) located in the east of the Beidaihe District. Sewage generated in the extension area of the QETDZ is jointly treated by a number of treatment facilities, including the Foxconn Sewage Treatment Plant (current capacity: 10,000m3/d; planned capacity: 100,000m3/d), Donghaidao Sewage Treatment Pant (treatment capacity: 45,000,000m3/d), and the Poyanghu Road Treatment Plant (15,000,000m3/d).

4) Heating services
At present, Qinhuangdao Tonghe Thermal Power (supply capacity: 122MW) and Qinhuangdao Power Limited (supply capacity: 239MW) are responsible for heating services at the western section of the QETDZ. They are soon to be joined by a boiler room, with a supply capacity of 128MW, which is currently under construction at Yantaishan. Heating supply at the eastern section is provided by Qinhuangdao Power Limited (supply capacity: 63MW).

5) Gas supply
Natural gas supply is now available at the QETDZ, and the current operators are Qinhuangdao Wah Sang Gas and Qinhuangdao Gas Limited, with a supply capacity standing at 11,000m3/d. A 100,000m3/d compressed natural gas station has been planned for the QETDZ, and the Yongqing-Tangshan-Qinhuangdao Pipeline Project is currently underway.

6) Telecommunication
As one of the first prefecture-level cities in China to launch mobile communication and 3G network services, Qinhuangdao offers over 50 telecommunication services, classified into six categories, made available through a local landline network, a mobile network and a digital data network. Moreover, the city, as a co-host of the 2008 Beijing Olympic Games, has been highly praised for its excellent Games-time telecommunication services.

Presently, the QETDZ has two landline service providers, which are China Telecom and China Netcom, with telephone switch capacities of 30,000 and 20,000, respectively. Its broadband network business is jointly run by China Unicom, China Telecom and China Netcom.
