At the Qinhuangdao Economic and Technological Development Zone (QETDZ), bioengineering and electronic informationization (EI) have been identified as two leading industries, to which full priority has been given for future development. In terms of bioengineering, the QETDZ is home to a host of key enterprises specializing in this field, including Qinhuangdao Leading Science & Technology Development, Sino-Arab Chemical Fertilizers Company Limited (SACF), Zhongwang Bioengineering and Qinhuangdao Changsheng Agricultural Science & Technology Development, etc. As regards the electronic informationization industry, the QETDZ boasts a total of over 140 EI and software manufacturers, of which 11 have distinguished themselves with 21 EI projects being classified as state/province-level programs, leading to the emergence of a large number of industrial leaders such as Foxconn Qinhuangdao Science Park, GST Holdings Limited, Contec Medical System Co., Ltd., Software Group of Yanshan University, Software Group of Northeastern University and Chenlong Information Technology Co., Ltd. As a result, the QETDZ is officially designated as a “Software Industrial Base of Hebei Province (Qinhuangdao)” and one of “Hebei Service-Outsourcing Demonstration”.

1. Location and port logistics
Situated at the heart of the Bohai-Rim Economic Circle, Qinhuangdao is well-known all across the country as an important transportation center in northern China and a gateway to the Pacific for northeastern, northern and northwestern Chinese cities. To its north, across the Bohai Sea, lie Japan and South Korea, two economic powers in Asia. The city is, therefore, blessed with unique, unparalleled geographical conditions.

2. Industrial foundation
As two newly-fledged industries in Qinhuangdao, bioengineering and electronic informationization have flourished in recent years at the QETDZ, where more than 100 related enterprises have so far been established. GST Holdings Limited has grown into China’s largest production base of firefighting electronics, and the QETDZ has been selected as one of the four major software industrial bases in the Hebei Province. Moreover, a number of hi-tech and heavily-invested projects have been recently launched by Foxconn Qinhuangdao Science Park, focusing on hi-tech products such as PCB plates and connectors. These projects are expected to bring about enormous brand, cluster and wealth effects, thus accelerating the growth of bioengineering and electronic informationization and facilitating regional industrial structural optimization.

Thirteen higher-education institutions, e.g. Yanshan University and Qinhuangdao School of the Northeastern University, are located in the city of Qinhuangdao. In addition, hundreds of prestigious universities and research institutes are also conveniently situated in surrounding cities, such as Beijing, Tianjin and Shenyang. All of them have contributed to a dynamic influx of qualified professionals all year round, assuring the city of a reliable and sustainable human resources supply for the development of local bioengineering and electronic informationization industries.

1) Electronic hardware products: telecommunication products, newly-developed electronic components, electronic materials and integrated circuits; complete-set products, e.g. applied electronic products and computers, digital audiovisual products, etc.
2) Software products: application software, built-in software and utility software. In the case of application software, primary emphasis is placed on the development of software products related to enterprise-oriented informationization, E-administration, information security, medical and social insurance, statistics operations, VOD systems and distance learning; as regards the second category (i.e. built-in software), top priority is given to the development of built-in software products concerning electricity control, medical electronics, security-related electronics, artificial-intelligent equipments/instruments, automobile electronics, environment monitoring, mechatronic integration and industrial process control; utility software products with development priority are mainly to do with geographic information and coordinates, simulated supporting systems, (industry-specific) component libraries, database integration and real-time database, etc.
