1)Qinhuangdao Economic & Technological Development Zone (QETDZ)
As one of the first state-level economic and technological development zones, QETDZ was approved by the State Council in October, 1984. It enjoys relevant state preferential policies with the major task to attract domestic and foreign investment to develop high and new technology oriented modern industries.

2)Qinhuangdao Data Industrial Base (QDIB)
The first “China Qinhuangdao International Data Forum” was held on Oct. 16, 2008, in the beautiful coastal city of Qinhuangdao, when Qinhuangdao Data Industrial Base officially opened and aroused much interest of data business world and the media. Qinhuangdao Data Industrial Base has the basic strategy of “leading in the data industrial development with data industrial clusters” for an industrial chain of “base companies”, “data companies” and “line companies”, integrated with data services, calling centers, digital technologies, digital networks, data analysis, data management, new media, and creative animation, working to provide an ideal basic engineering and Industrial foundation with data safety, data back-up & disaster-tolerant, project hatching and human resources.

Qinhuangdao Data Industrial Base is located in Qinhuangdao Economic & Technological Development Zone on 6.4 square kilometers starting with 1.4 square kilometers for an ecology-friendly, garden-like and high-tech modern functional industrial park focused on the construction of a nice development environment, the priority of data contents, data services, match-up data manufacturing, and improving cluster efficiency of data business.

3) Qinhuangdao Export Processing Zone
Situated in the eastern section of the QETDZ, the Qinhuangdao Export Processing Zone (QEPZ) was approved by the State Council in June 2002, and passed the acceptance test conducted jointly by eight ministries and national commissions, including the General Administration of Customs, in September 2003. With a planned area of 2.5 square kilometers (0.67 square kilometers of which were completed during the first construction phase), it is mainly dedicated to the development of export processing and foreign trade enterprises and relevant warehousing and logistics service providers. It is recognized as one of the highest-level and most opened-up export processing zones in China for which the most favorable preferential treatment has been promised by policy-makers. An innovative “inland beyond customs” and round-the-clock customs clearance procedure are adopted at the QEPZ, to the benefit of local-based export enterprises in terms of an optimally streamlined clearance process. In addition, enterprises here are also entitled to tax relief and other preferential policies enjoyed, exclusively, by export processing zones based in state-level development zones. As an added bonus to its fully-developed infrastructural facilities, the QEPZ Administrative Office has introduced an efficient one-stop service system for local exporters and processors, in close collaboration with the customhouse, inspection and quarantine office, financial insurers and foreign exchange authorities, etc.

4) Yanshan University Science Park
The construction of the Yanshan University Science Park (YUSP) started in the western section of the QETDZ in March 1999. Boasting a total area of 500 mu (approximately 33.35 hectares), it became the first national university science park in the Hebei Province following its approval by Ministry of Science and Technology and the Ministry of Education on September 16, 2003. Integrating technological education and research with production, the YUSP is now home to 145 hi-tech enterprises, excluding 42 former members which have moved out following their “graduation”, and six R&D institutions, e.g. Hebei Technical Center for Enterprises and Qinhuangdao Hi-Tech Center. The park is widely acclaimed as a highlight of the regional economic development of Qinhuangdao, contributing greatly to the promotion of independent technical innovations.

5) Software Industrial Base of Hebei Province (Qinhuangdao)
The Software Industrial Base of Hebei Province (Qinhuangdao) (SIBHP) is sited in the western section of the QETDZ, and its planned area (2.4 square kilometers) is divided into (enterprise) gestation, industry, general service and ecological living quarters. The industry division primarily serves to support software production, system integration and the development and manufacturing of computer hardware and noise-and-pollution-free optoelectronic products, providing successful newly-founded enterprises based in the gestation section with a broader platform for business development. In the meantime, it also functions as an “engineering” platform for the successful growth of small/medium-size enterprises and the reformation and upgrading of traditional industries. The general service section is fully-equipped to offer a wide variety of highly-specialized services, e.g. software evaluation and telecommunication, etc.
